European Environmental Policies on Air Pollution. The Debates on the Carbon Tax and on Car Emissions 1980-2000

Environmental policies became a major part of European economic and social policies in the 1980s. The European Economic Community (EEC), and then the European Union, started to increasingly harmonize legislation in various fields, which had a major impact on national regulations, on industries, and on European people.

Three research questions will be tackled: (1) why the EC/EU became such a powerful global actor in this field, overtaking other international organizations and superseding the role of individual member states, (2) the extent of change in European governance techniques, including the question if there was a shift to a more “neoliberal” approach during the period under study, and (3) the impact of European legislation. Those questions will be tackled without a teleological approach, by underscoring the obstacles hindering the adoption of efficient environmental measures, from the lobbying of various opponents to the difficulties in implementation and the measurement of impact. EU-centrism will not be taken for granted.
Two case-studies will be considered: the carbon tax and car emission.
