Combatting Air Terrorism between Security and Liberty: International Cooperation and their Crises in the TREVI Group and its Collaborating Associations from the late 1960s to the early 1980s

Taking the TREVI group of European countries as an example, the presentation will deal with the motivations, aims, forms and achievements of the collaboration between governmental and non-governmental actors against air terrorism as well as the limita¬tions, setbacks and crises of this process from the late 1960s to the early 1980s. The talk will concentrate on the negotiations between representatives of the governments and the civil aviation associations in general and the balance that they stroke between se¬curity and liberty in particular. Not least, I intend to place the TREVI group into the broader perspec¬tive of international cooperation against air hijack and sabotage.
